Richard was named Advisor to Governor John Engler for Research and Planning. In addition to handling the research needs of Governor John Engler, Richard coordinated the administration’s policy statements and was responsible for message and communication strategy for the Lieutenant Governor and the Governor’s Cabinet most notably during the campaign to pass Proposal A.
